Aim

Hankkeen taustalla oli löytää ratkaisu Rovaniemen kaupunkikeskustan toiminta- ja rahoitusmallista, joka tukisi yhteistä ja kokonaisvaltaista kehittämistä. Kaupunkikeskustassa toimivat pk-yritykset kaipasivat yhteistyön vahvistamista niin yritysten, kaupunkiorganisaation kuin kaupunkikeskustan kehittäjien välille sekä koordinointia kaupunkikeskustaan suuntautuvien kehittämistoimien suhteen. Hankkeen kehittämistavoitteena oli luoda Rovaniemen kaupunkikeskustan yhteiskehittämisen toimintakulttuuri kaupunkikeskustan elinvoimaisuuden vahvistamiseksi. Hankkeen tavoitteena oli luoda pk-yrittäjien, Rovaniemen kaupungin ja kehittäjien kanssa yhteinen toiminta- ja rahoitusmalli kaupunkikeskustan pitkäjänteisen ja strategisen yhteistyön kehittämiseen. Hankkeen tarkoituksena oli aktivoida ja vahvistaa kaupunkikeskustassa toimivien pk-yritysten, kaupungin ja kehittäjien välistä yhteistyötä ja verkostoitumista, ja siten tukea pk-yritysten yhteisten, uusien innovaatioiden ja liiketoimintamallien syntymistä.

Results

In the beginning, it was defined a common operational and financial model for Rovaniemi city center actors by mapping, contacting involving and engaging actors. The development work was carried out by gathering background information on the current state and expectations of cooperation between SMEs, the city and developers, mapping national and international city center policies and practices and involving residents in city center development. The operational and financial model ‘Rovaniemen elävä kaupunkikeskusta ry’ was determined by six workshops.As a register association, Rovaniemen elävä kaupunkikeskusta ry will revive the attractiveness of Rovaniemi city center and a positive image as a versatile service and residential area and the center of the province. The association implements, promotes and enables event activities in the city center area. In order to fulfill its purpose, the association creates conditions for the mutual cooperation of companies and property owners operating in the city center area of Rovaniemi and the city of Rovaniemi, and promotes the creation of various city center development projects. The association informs events and current affairs in the city center area to various actors, e.g. for consumers, property owners, business operators and other stakeholders and to promote cooperation between these groups. 22 companies operating in the city center were committed to become members of the city center association, which actively continue to strengthen the operating culture of joint development. The operational and financial model was established by organization of preparatory workshops for the target group concentrating to plan the pilot of the model. The operational and financial model service concept was piloted by organizing the event called Kulmakarnevaalit in the cooperation with actors (i.a. with entrepreneurs, property owners and third sector organizations). These actors participated in the implementation of the event as exhibitors and producers in the pedestrian streets of the city center. During the project a monitoring model was also established to monitor, evaluate and develop the impact of the operational and financial model. As a result of the project, the development activities of the city center have received common guidelines, the development tasks have been partially structured, and the development will continue by the association – the operating conditions for coordinated cooperation have been created. The actors in the city center have been networked and cooperation between the actors has been strengthened.
