The rules and regulations (hereafter Rules) concern all the campuses, teaching premises, and other facilities of the Lapland University Consortium (LUC) where university activities are carried out. The rules apply to students, personnel, visitors, and other people on the premises. The Rules are based on section 38 of the Universities of Applied Sciences Act (932/2014) and section 41a of the Universities Act (558/2009) that enable laying down the Rules to be complied with on the university sites.
These Rules can be updated where necessary by decision of the rectors of the universities.
Everyone is to promote a safe, accessible, and equitable study and work environment. Harassment, violence, and bullying are prohibited. The principles of safe premises are to be followed. Equality and occupational safety and health instructions are followed in situations of harassment and bullying.
The university consortium’s instructions are followed in safety deviations. If the authorities are in charge of the situation, their instructions are to be followed.
In case of a fire alarm, everyone must immediately evacuate the building, go to an assembly point, and, if necessary, help others to evacuate safely.
Possession of dangerous objects is prohibited, unless needed in teaching or research.
Open campus spaces where you can move around and spend time are public premises during the opening hours. Compromising public order and safety and causing disturbance are prohibited. Storage and charging of e-scooters and e-bikes are prohibited indoors for fire safety reasons. Vehicles are to be parked in marked spaces, and emergency exits must be kept clear.
The university premises are intended for teaching, research, and other university activities. Inappropriate or disorderly conduct in the premises is forbidden. Political, religious, or other proclamatory action, related distribution or attachment of materials (e.g., posters and stickers), and external commercial activities are allowed by explicit permission only. Demonstrations are allowed outside of the buildings in compliance with the Assembly Act. Overnighting in the campus areas is forbidden without explicit permission, excluding premises specifically intended for it.
Using the premises outside the opening hours requires an access ID. You must not let external people enter the premises using your own ID, and prearranged routes must be used for passage. Misusing your access ID may result in losing it.
Studying or working while intoxicated is forbidden. The use of alcohol is permitted on campus in separately agreed events and in restaurants licenced to serve alcohol. Smoking, including e-smoking, is permitted in designated places only.
The universities may use camera surveillance and access control for safety reasons and to protect property. People are appropriately informed of surveillance.
Privacy must be considered in taking photos/videos in the open and public premises of the universities. The activity must not disturb normal university operations, limit people’s passage, or restrict their presence on the premises.
Taking photos/videos, streaming, and recording of teaching requires permission as instructed by the teacher or the organiser of the teaching. As an exception, you may record teaching for personal use to support your studies.
However, recording for personal use is not allowed in teaching that deals with people’s health, body, or other sensitive matters in view of privacy protection, unless all the subjects give their explicit consent to it. Forwarding of personal recordings is forbidden.
Taking photos/videos in learning and development environments such as labs always requires permission. Forwarding of recordings provided by the organiser of teaching is prohibited.
Everyone is to be treated without discrimination. Discrimination, racism, and other inappropriate treatment is forbidden. The university community is committed to advancing equality and diversity.
The University of Lapland and Lapland University of Applied Sciences are committed to following the following instructions issued by the Finnish National Board on Research Integrity (TENK): The Finnish Code of Conduct for Research Integrity and Procedures for Handling Alleged Violations of Research Integrity in Finland. The members of the university community must also abide by the instructions. AI applications are to be used ethically in work, teaching, and research in compliance with the AI instructions of the University of Lapland and Lapland University of Applied Sciences.
A person violating the Rules may be reprimanded, expelled from the premises, warned, or subjected to disciplinary action pursuant to section 38 of the Act on Universities of Applied Sciences or section 45 of the Universities Act. In serious cases, a police report may be filed. The consequences of violations by personnel are subject to the labour legislation (verbal warning, warning, and dismissal).

Non-urgent safety and property-related observations are to be reported via the universities’ service channels. However, you may always contact the universities’ safety personnel in matters concerning safety. Their contact details are available on the universities’ websites and room-specific bulletin boards.
